Indian Budget 2024 – Impact on Education, Skills & Employment

The Indian Budget 2024, presented by Finance Minister Nirmala Sitharaman, introduces sweeping changes aimed at revolutionising the education sector, enhancing skill development, and boosting employment opportunities. This comprehensive analysis explores the budget's key initiatives and their potential impact on students, youth, and the broader education landscape.

Digital Literacy: Empowering the Next Generation

The budget's emphasis on digital connectivity and technology adoption is set to significantly benefit both domestic and international students. With an allocation of INR 1.48 lakh crore (approximately £14.8 billion) for education, employment, and skill sectors, a substantial portion is earmarked for improving digital infrastructure.

Finance Minister Nirmala Sitharaman stated, "This budget will empower every section of society, including the education sector, by providing better infrastructure and learning materials, particularly in the digital realm."

The focus on digital literacy aligns with the vision of 'Viksit Bharat' (Developed India) and is expected to:

- Enhance access to quality education in rural and underprivileged areas

- Facilitate online learning and skill development programmes

- Prepare students for the increasingly digital job market

Higher Education Initiatives: Broadening Horizons

The budget introduces several measures to make higher education more accessible and aligned with industry needs:

Financial Support:

- Education loans up to INR 10 lakh (£10,000) for domestic institutions with a 3% interest subsidy

- Revised model skill loan scheme facilitating loans up to INR 7.5 lakh (£7,500) for 25,000 students annually

Infrastructure and Research:

- Potential enhancements in research facilities to benefit both domestic and international students

- Upgradation of 1,000 Industrial Training Institutes (ITIs) to align courses with industry needs

Impact on Studying Abroad

While the budget focuses on strengthening domestic education, it also indirectly impacts students planning to study abroad:

- The emphasis on skill development and industry-aligned courses may better prepare students for international education

- Improved digital infrastructure could facilitate better access to international online courses and collaborations

ITI Upgrades: Bridging the Skills Gap

The upgradation of 1,000 ITIs is a significant step towards addressing the skills gap and improving employability. This initiative is expected to:

- Align vocational training with current industry requirements

- Enhance the quality of technical education

- Increase the employability of ITI graduates in both domestic and international markets

Support for Marginalised Communities

The budget demonstrates a strong commitment to inclusive education and skill development:

- Allocation of INR 13,539 crore (£1.35 billion) to the Department of Social Justice and Empowerment, a 37% increase from the previous year

- INR 9,549.98 crore (£955 million) for the 'Umbrella Scheme for Development of Scheduled Castes'

- Revised subsidy plan for scholarships, doubling the subsidies for education loans given to minority and Scheduled Caste students

Employment Generation and Youth Development

The budget outlines ambitious plans for youth employment and development:

- Internship opportunities for one crore (10 million) youth in 500 top companies over five years

- Plan to generate employment for 4.1 crore (41 million) youth over the next five years

- Establishment of working women hostels to support female labour force participation

Prime Minister Narendra Modi emphasised, "Youth from villages will be able to work in the country's top companies under the apprenticeship program, bridging the urban-rural divide in career opportunities."

Critical Analysis and Future Outlook

While the budget's focus on education, skill development, and employment is commendable, the success of these initiatives will depend on efficient execution and utilisation of allocated funds. The emphasis on digital infrastructure and skill development is particularly promising, addressing both immediate job market needs and future challenges.

However, some experts suggest that more could be done for students pursuing overseas education, such as reducing interest rates on education loans for foreign education.
